Okay, So for the past 3 weeks, almost everyday, i've been going on the elliptical for an hour and a half, drinking tons of water, and eating a lot cleaner than i used to. But I still look exactly the same.
My question is how long will it take doing this to at least get a flatter stomach?

Just keep doing it. Your will see some results eventually.
One advice: avoid eating a couple of hours before going to bed at night, that will help. And eat the most during breakfast, not at midday lunch.

I prefer to eat 2 hours or so before working out. This my "routine":
Breakfast, around 7-8am.
Lunch, 1-2pm.
Working out, from 4pm to 5-5:30pm usually.
Dinner, 8-9pm
I usually go to bed at midnight.

Before.
Your body needs energy to spend and use it.
Also if you eat a cheat meal you again should do it before because you'll be using that energy during your workout.
As for results that depends on how large of a caloric deficit you are on and where your body fat % already is.
1 gram of fat = 9 calories.
So if you are trying to lose a kg (2.2~ lbs) of fat you have to deprive your body of 9000 calories overall so your body would take those calories from your fat reserves.
Now after reading this... Don't starve yourself either. If your caloric deficit is too high your body will think it's starving and go after your muscles and fat. If you don't care about losing a little muscle 15% less than your daily needs should be fine.

Just continue, results don't just come, it's a slow process that you won't see changing untill you compare before and afters of a longer period.

Try counting your calories - maybe for three days, just to see how much you're actually eating. You can get fat from clean foods too if you eat too much of them... Just check how much you're eating to see if you're on the right path or you have to eat less than now. Be sure to change up your activity too. Try different exercises. This causes muscle confusion and burns more calories.
