I am uncut and therefore I dont have one. But I am curious about it. My best friend got circumcised some 1.5 years ago for medical reason and he had been offered a dorsal slit too.
But his doctor did not recommend it as the cosmetical result was not too good he said.

I think you may be confusing loose circumcisions and dorsal slits, dorsal slit is more rare.

If you're in Asia, specifically the Philippines, you might have a big chance of being cut a Dorsal Slit. Yes, it's normal to have that extra skin hanging below the head of your penis so no need to worry.
