How do people make all of these cool looking sigs. Im stuck with my boring one and wanna learn how to make a good looking one.

Photoshop is my guess. That's how I made my signature, anyway. And that's how Siobhan (Harley Quinn) makes hers; you can order one from her here (http://www.virtualteen.org/forums/showthread.php?t=195040), or try asking around to see if anyone is proficient in Photoshop (or any other useful program) and would be willing to make you a signature.
