Honestly that's what I'm just assuming at this point. No one has really ever told me if I am cut or not but I assume that I am since it doesn't completely cover the top by itself

When I am soft I can move a bit of skin, but not when hard

Or if you got a dad or sibling you can talk to and ask them.

My foreskin doesn't cover completely either, my brother's does, so for a while after I saw my best friend naked the first time, he's cut, I thought I was too. Asked my dad and he said I'm all natural
