Yes a pretty good amount now. When I finally started getting them they were growing very slow and then all of a sudden started growing like a weed. I wish my armpits would get more hairs. At least enough that it's noticeable

Ultimately, becoming fertile is the core change of puberty, what is called a primary sexual characteristic. Everything else, including hair, voice etc. called secondary sexual characteristics, is really just adverising that fertility.

But in our society there is usually such a long gap between puberty and being ready to be a dad that even as a late developer you're likely to be fertile long before you actually need to use it.

In the meantime, hair is visible to others whereas whether you ejaculate can be entirely private.
