Does anyone have a PS4? Can you play games without WiFi?

You need WiFi to play a game on XBOX ONE even if it’s on a disc.

I want to buy a ps4 and I don’t have WiFi, hut I want to play NHL 20. I keep finding mixed answers online. Can anyone actually confirm or deny?

You won't be able to play multiplayer games however you can play single-player games. You also won't be able to update games.

You can play games without connecting to the interet but, as said above, all updates and multiplayer/leaderboards require access to the internet. It really depends what you wanna play - I'm a massive Assassin's Creed/God of War player and both are single-player games that need rpetty much no internet but if you like Fortnite/Battlefront/Skyrim etc that are based on online playing then it's best to connect to the internet.
