He was on his bed fapping but im pretty sure he was holding my underwear from my suitcase and smelling it while jerking..

If you are gay and like him, you can tell him about that but if you are not gay or don't like him, you better keep for you and try to forget because he would probably be very sad and embarrassed and you can make a big case.

Genuinely, I wouldnt say anything to him about it, there was no harm done. If you were to say something, you could really cause him major embarrassment and it might change the dynamic of your friendship with his brother (your friend) and I am sure you dont want that to happen. Just leave it be and act like nothing happened.

He's probably feeling very embarrassed about it, but it seems like you're sensitive to how he feels so that is good. I don't know how you feel about him or if there will be an opportunity for you to speak to him in private, but I guess there would be no harm in talking to him calmly about it to put his mind at ease that you're not bothered and that you're not going to tell anyone
