Either he is a very close friend and quickly touched it for fun, and it's a bit weird/rude but I wouldn't make a fuss of that.
But if he really touched it for a moment, maybe because he wanted something more, it's not appropriate.

I wouldn't say it's normal because it doesn't happen to everyone, but lucky in that it happened to you. Whether or gay, bi, str8, or questioning it's nice to be told you're cute or attractive. Him touching it without asking is kinda gutsy but some people are. Did you want him to touch it again?

Nothing unusual, show me a teen guy, straight or gay that didn't feel like touching another guy's boner. When I was younger, if I saw a naked guy, especially a grown man. My first impulse was to cup their balls and have a feel. I was fascinated by balls. I also don't mind feeling the boners of friends. I don't mind if they touch mine either. It's called bonding.
