If he's only 14 he has 3 or 4 more years for his penis to grow. But nobody will know how big it will get until it stops growing

As others said it depends. As he's 14 I'd say probably still has some time to grow. But as everyone goes through puberty at different ages, and our bodies develop at different rates during puberty, and everyone has biological differences that determine the size of our bodies. It would be like trying to say whether our boobs are going to grow any more, or when our first period would be. From other signs of puberty you maybe able to work out if theres still a stage of growing to come, but just from an age it's just a guessed average probability

If the 14 year old can ejaculate and has pubes then he is probably in the latter stages of puberty and his penis probably won't grow that much more, maybe an inch or less if that. But again everyone's development pattern is different.

Mine was pretty much fully grown by my 15th birthday. I'm 17 now, and it's barely 1/4" longer now than it was then, and that 1/4" happened sometime while I was still 15.

How much mostly depends on the person. Some people grow at different ages. Some people grow more early or more late, some people grow quickly once and less later, some will grow in a more linear way over time.

The only thing I've seen repeated over and over is that penis girth is the last thing to really happen. Like can take until 17 or 18. So you might (or might not) have your full length at 14, but chances are you'll get thicker. I'm crossing my fingers for that for myself haha.
