This confuses me a little because I still get orgasms but mine isn't white very often and I'm clearly developed enough for it to be. Maybe it's because of how often I actually do it... There are various differences.

For a start there is a different purpose. The purpose of pre-cum is to prepare the urethra (the tube through your penis) by lubricating it and neutralising acid from urine. Cum is to transport and nourise the sperm.

For someone who is reasonably mature there is a difference in colour and consistency with cum being thick and white and pre-cum being thinner and clear. This difference may not be so apparent for someone who has just started cumming.

The most noticable difference is when and how it comes out. Pre-cum almost always oozes out slowly and is not accompanied by an orgasm. Cum comes out when you experience the orgasm and usually has discrete spurts which may shoot for some distance (or may dribble). This difference should be just as obvious for someone whose cum is not very well developed.
