My penis looks like this photo from wikipedia on phimosis
My penis doesn't hurt but when i am erect foreskin cant be pulled
Do i have phimosis ? Maybe?
Should i tell my dad and go to a doctor or is it something i shouldnt be concerned of ?

yes, talk to a doctor, you should be able to pull back (but don't try it yourself, seek help)

For sure it’s a tight phimosis and the best is to take advice from your doctor

So you've presumably read the Wikipedia article (https://en.wikipedia.org/wiki/Phimosis). That's a bit technical but pretty comprehensive. For a less technical article see this one from the UK NHS (https://www.nhs.uk/conditions/phimosis/).

There's a temptation to say "this isn't how it's supposed to be, I'd better get it fixed" but unless it is causing you a real problem such as erections being painful or balanitis then there is no hurry so you can take the time to get yourself fully informed.

Depending on how old you are this may yet sort itself out anyway. If not you can try stretching and this will be more effective with steroid cream. For that you'd have to get your doctor to prescribe it.

In a very small number of cases circumcision may be the only thing that makes a difference but in most parts of the world we consider that should be a last resort. You don't say where you live but it seems some American doctors may rush to suggest circumcision when they should be more patient with the stretching. If that happens to you and isn't what you want then be prepared to say no, you'll wait or get a 2nd opinion.

Not sure how old you are, maybe talk to your dad if you feel you can otherwise go to your GP but make sure you ask lots of questions and look at all the options to help fix the problem.. good luck :)

Yes indeed I do think that you have Phimosis. I think you should talk to your dad about this and I am sure that he will agree that you should see your doctor too. There are many things that can be done for Phimosis so don't think that you should be circumcised. That would be a last resort if you are having pain or problems. I would keep my foreskin over anything short of medical necessity.

if you can't pull your foreskin back over the head, you have phimosis. you can slowly but surely (emphasis on slowly) stretch it a little more every night in the shower, or see a doctor to get prescribed some cream that'll help stretch it; or if you find it more aesthetically pleasing and were gonna have it done anyway, you could get circumcised
