I think the thing about how horny you are is that it can vary so much.

At the low end, consider when you've just finished cumming. At that point you know very well how great it feels but are still not interested in doing it again immediately.

At the high end it can feel like you need to cum with such urgency that it is hard to concentrate on anything else and you're looking for any opportunity; anywhere with enough privacy and interrupting whatever else your doing or making use of even a short break.

In between those extremes you're horny enough to be up for it but don't feel quite so driven to do it. That's when, once you find yourself with the necessary privacy and without anything else urgent to do, you know how good it will feel so you get started.
