Possibly because the head is too sensitive for that but I think it varies from one person to another. Also, though the outside of the foreskin is not as sensitive as either the head or the inside of the foreskin, movement, especially with no lube involved, tends to be between the inner foreskin and the head, i.e. if she put her lips on the outside of his foreskin it is much more likely the head would move within his foreskin than her lips would move relative to the outside of his foreskin. I know that for most guys the foreskin retracts during sex. I remember reading it online somewhere when I was just starting puberty that the foreskin is used "to introduce the penis into the vagina". There is more to it that pre-cum. First of all the inside of the foreskin is mucus membrane - see the Wikipedia article on Preputial mucosa (https://en.wikipedia.org/wiki/Preputial_mucosa). Then there is the fact that as the hand, or entry to the vagina, is gripping the outside of the foreskin the inside is not so much sliding over the head as rolling off it which generates much less friction.

Yes. by how my circumcised penis looks and from what I've studied, that inside mucous membrane of an uncircumcised penis foreskin is permanently stretched down my shaft from right behind the glans. And then the rest of the foreskin has been cut off and removed.
