Most organs need to be at a constant temperature to function properly - majority manage it by being inside so closest to our internal temperature but those which are practically external (such as the balls) instead have to move closer to the body to maintain heat or further away to lose it depending on external environment.

yes, balls contract and hang depending on the temperature to keep your sperm in the ideal environment, if its warm, they hang to cool down away from your body heat, and when its cold they contract to get warmth from your body

Yep..I get that weird feeling too after swimming a long time in the pool too. Then after I'm out the water for a little while everything down there goes back to normal.
