You can masturbate and have orgasms at any age. But you are correct in that before you reach an age in which you are able to ejaculate, you will have dry orgasms instead. I couldn't ejaculate till I was 12, but had already masturbated for about 3 years by then, experiencing dry orgasms in that time.
