Our insincts, such as dealing with hunger and sexual excitement are dealtt with by a different part of the brain from the bit we conciouisly think with. We become aware of these things in our concious brain when the unconcious bit sends a message to the concious part.

So, what I think happenned here is that the unconcious part of your brain responded so something it recognised as sexy, and thus made your pre-cum, but the concious part knew it was your sister and you should not be interested in her, so the message was surpressed and you were not conciously aware of the arousal.
