I noticed that some boys, sometimes even girls, who appear too young or small to have started puberty, have hair over their upper lip, like a mustache. Does it mean that they have started puberty early, or is there another reason for the hair?

The hairs can appear before puberty but are not dark in color. I noticed tiny hairs above my lip before I started puberty. They just got darker now compared to a few years ago.

Everyone has some real fine hairs. Some are more defined is all. Girls have fine upper lip hairs too. It is no real definition of the start of puberty.

I think this may be related to andrenarche. See the Wikipedia article on it (https://en.wikipedia.org/wiki/Adrenarche).

Its the start of puberty.
I agree, may be the first sign of puberty for some people.

there is 2 different types of hair, terminal and vellus, vellus hair is light and fine and is all over your body no matter the state of puberty, which is probably what your talking about, or terminal hair, which is darker and thicker and develops when you start and develop throughout puberty.
