After you trim with an electric shaver, use a manual shaver with a good shaving cream. That will take care of it all. Just saying, keeping up with it can be a pain. Some guys it grows back more as well so do what you want to do I guess haha

You could try hair waxing.

If you use an electric shaver or scissors, use a razor afterwards

waxing or hair removal creams will prolong there return but other than that laser hair removal is really one of the only long term options
