Not after exercise, but when I get out of the sea or of the swimming pool, it certainly does!

Mine tends to shrink whenever I'm doing anything which removes sexual thoughts from my mind. So exercise or swimming would certainly fit into that scenario.

This is why I always try to quickly turn my back to everyone and secretly grab the tip of my shrunken-up dick and pull it out and stretch it out, and then go into the shower. This might at least temporarily make it look like 5 inches long (soft) again and not just 1-2 inches.

When cold and after swimming. As for exercise, it depends on how intense the exercise is.

When it's cold your body conserves heat by diverting blood away from the surface and towards the core of the body. When it's hot it does the reverse to shed some heat. For this, your penis is part of the surface so it gets more blood when it's warm and less when it's cold.

As for the exercise, when that is sufficiently intense the body diverts blood towards your muscles and away from other organs. That's why extreme exercise can make you feel sick - because your digestive system doesn't have enough blood to digest the food you have put in it. Once again your penis is one of the things that looses out on blood supply here.

It is due to the difference in temperature. Cold temperature make blood vessels shrink. Hot temperature make them dilate again

Blood pressure. Other parts of your body need the blood more than your dick.
