I agree with the others that what you are experiencing is just a normal part of being a guy.

When you get the strange sensations in your penis that is called an erection which usually happens when you are seeing something that you find good looking. Also, as part of seeing something that you find good looking your penis might "vibrate" or "pulse" which could be the funny feeling you're feeling. The stuff that is leaking out of your penis is either seminal fluid (pre-cum) or semen which is the fluid that men make. That fluid generally contains sperm which is the male sex cell that merges with a female egg to create a baby.

When a person masturbates they stimulate their genitals (in your case your penis) which may cause fluid (semen) to come out.

You're normal, and do not be concerned. There is no need to see a doctor, but you might want to talk to your Father or a close male relative or a trusted adult if you have questions about what's happening to your body.

You just might want to clean up after you get pre-cum or cum on yourself.
