I can rub my head for ages and ages without cummingbut I get very close to orgasm but I can only cum when I want is that normal?

I'm assuming you mean your "penis-head" (the glans), and not the big thing on your shoulders.
I think our penises are designed that the shaft right behind the head (glans) is the area that needs to be rubbed or stimulated in order to bring us to orgasm and ejaculation. That's the area most pleasurable to be stimulated, too.
I think this might all be biological. Our penis gets stiff so it can penetrate into the female vagina, and I think the nerve endings are designed to make sure our penis is well inside the vagina, pretty deep inside, to cause our orgasm and for us to ejaculate all of our sperm deep inside the vagina, not just on the opening where it wold be much less likely to reach the egg.

It would be much more normal if you are circumcised. Your glans (penis head) gets less sensitive because it is used to being exposed to the open surroundings. I presume that you are circumcised.

As someone who is not circumcised, it is definitely the head (glans) that is the most sensitive part of my overall penis, but maybe it's different for boys that are cut? In fact, the longer I edge and the closer I get to an orgasm, the more sensitive the head becomes.
What do you mean when you say you only cum when you want to? Because if that's true then that's probably a really good thing for when you have sex because you will be able to provide your partner with a lot of pleasure over a long period of time.

As someone who is not circumcised, it is definitely the head (glans) that is the most sensitive part of my overall penis, but maybe it's different for boys that are cut? In fact, the longer I edge and the closer I get to an orgasm, the more sensitive the head becomes.
I'm circumcised, and I know that I cannot cum just by rubbing or stimulating my glans. I have to also give stimulation to that area right behind the head, what I call the "neck" of my penis.
You have a foreskin, if your foreskin is covering your glans when you're rubbing your glans, is that also tugging your foreskin over that sensitive area behind the glans? Can you cum just by stimulating your BARE glans, not covered by your foreskin?

I'm uncut and for me the head is definitely sensitive but even that is not equally sensitive all over. The most sensitive parts are the rim at the back of the head and the frenelum, i.e. at the bottom* of the head where it attaches to the shaft and where there're a bit of connective tissue a bit like the one under your tongue.
* bottom with your penis pointing straight out in front of you.

Sounds like you’re circumcised. Then it would be normal. Maybe you need to look for other sensitive parts to stimulate to come to an end. Maybe you try several points after another to get an orgasm

Since I'm not circumcised mine is very sensitive too. But most of my friends are circumcised and they have no problems rubbing the head of their penises when they are masturbating.

Sounds like you’re circumcised. Then it would be normal. Maybe you need to look for other sensitive parts to stimulate to come to an end. Maybe you try several points after another to get an orgasm

A similar thing cropped up in the "hips moving" thread. I think it is important to understand that anatomy and reflexes, even those connected with sex, don't change according to one's sexual orientation because the anatomy and reflexes concerned are determined by the needs of reproduction. That doesn't limit the non-reproductive pleasure we can have, whatever your orientation, but it does sometimes help to understand why things work the way they do.
