I don't like asking people out because there's a chance she will say no.

I guess its better to get a tough no and move on, rather than secretly hoping with nothing happening, or even worse, seeing a guy going out with the girl because he dared ask her and you didn't

Nope not at all. That's definitely not what I meant.
It's perfectly fine if it is the girl who asks the boy if he wants to date her.
In fact its precisely what happened 2 weeks ago, she was the one to ask me, and I definitely dont think she's a slut, coz she's my gf now :P
