Where does this initiative come from?

I can see two basic reasons why someone would promote something such as this. One is the belief that there is something fundamentally wrong with nutting for pleasure and that the only reason people do it is because they are too weak to resist so, if they could focus on resisting for a whole month, maybe they will give it up for good. That would make it very similar to the Stoptober anti-smoking campaign. The difference is that the ways in which smoking ruins your heath are well documented whereas nutting regularly is good for your heath, at least for your prostate. Also, experiencing the pleasure of doing so and having a safe outlet for your hornness is likely to make you more pleasant and less likely to do something you regret.

The other reason is just as an exercise in being disciplined. In that case why choose this, when the only prize you can claim at the end for being disciplined is being able to claim you have avoided a month of pleasure? Being disciplined is impotant but there are other things that would be a much better focus for that. Improving your school or college grades so you can get a better job at the end would be the perfect example. Another possibility is some kind of sporting prize - improving your swimming times or how far you can throw the javelin or any number of other similar things.
