Before sperm is ejaculated, a thin watery substance is added by glands for the sperm to swim in. That's what precum is - just excess watery substance. When you edge, a little may escape.

I think it must be that some glands can keep making fluid - the more clear, thinner component of semen - the longer you go but others can't really produce more. My guess is that what you describe there is pre-cum. It's made by glands located just inside at the base of your penis and around the urethra, the tube that runs from your bladder to the end of the penis. I suspect flexing your PC muscle probably squeezes them slightly.

As for knowing whether what comes out at a given point contains sperm or not I am not sure that would ever make a difference to what you do. During masturbation or a blow job I would agree it doesn't matter. If having sex then if you want to avoid pregnancy then you either want everything that comes out of your dick to end up in a condom or for her to be on birth control. If you were trying for a baby you'd do the opposite, i.e. let everything that comes out of your dick go into her vagina.

There's pre-ejaculate (precum) which is clear and thick and leaks out before you ejaculate.
