Yes, you are getting pre-cum, and you are totally normal.

It is hard to say when things will get milky and white. When was the first time you made cum? Was it recently?

For being 16 it does sound like your puberty development is maybe 2-3 years behind typical timing. But it sounds like you're on track now. You'll no doubt move to the thick milky-white stuff as soon as your development progresses more. (Would you be comfortable discussing your somewhat later puberty development with your dad? Maybe he was a 'late bloomer' too. This could be genetic, I bet.)
