When you're hard, that happens because the veins allowing blood out of your penis have been mostly closed off so your penis fills until it is at the same pressure as your (systolic) blood pressure. As you're about to cum your systolic blood pressure goes up quite a lot so that means suddenly a little extra blood can flow into your penis making it extra hard. It is while your blood pressure is up that you are likely to notice things throbbing or moving with your heartbeat. Once you've finished cumming your blood pressure will start to fall again and this throbbing will reduce and eventually stop.
