I've been using conditioner to soften my pubic hair for as long as I've had enough of it to do anything special with. I've used it to masturbate with as well, however it can burn just a little if you get too much of it in your vagina so I'd be really careful about that. I don't know if they could sell it if it could be harmful to your body, of course you wouldn't drink it but just in the course of using it and rinsing your hair, it's going to run all over your body and some of it is going to get down there.

I use skintimate shave gel to shave with, I don’t have enough hair to need condition, as far as for masturbating, why would you even want to, your body should make enough “moisture” to get the job done

No, not safe. Most conditioners probably have a ton of chemicals that could burn or irritate your insides. This is why many bottles say "FOR EXTERNAL USE ONLY"

EDIT: Let me clarify, I mean its not safe to use it for masturbation purposes. For pubic hair, yeah I guess so, just be careful.

I just use shower gel as I shave quite often so it never gets to grow very much, if your pubes are kinda long trim them as much as possible. Just take care not nick as it can be a bitch to stop.
Also try not to get into your slit as it also stings like bitch.
