That’s officially termed a cock ring I think, which is suppose to pull your ball sack up and go around the bottom of your dick and balls. As someone else said, it’s suppose to make you have better hard ones.

It does sound like something for old men - for teens getting hard is not usually a problem and as for controlling when you cum I don't think you need physical means to do that, it's about learning how things feel and practice.

Um its to prevent ejaculations. The side effect is feeling like getting a strong boner as some of these guys say mostly because blood is stuck there and doesn't circulate that much. It doesn't give you a bigger boner but it prevents you from going soft or having fluctuations on being hard.
