But that isn't a sudden thing that happens if puberty starts before ten. There is a general trend that people who start puberty earlier tend to be shorter than those who start it later. The mechanism behind this is that those who start puberty earlier also stop growing earlier while those who start puberty later also start their growth spurt and eventual growth plate fusion later and thus have longer to grow at the more modest childhood rate.

Of course, this isn't the only factor and those will end up being very tall are normally growing faster right from being a baby.

Natural things tend to follow a "normal" distribution which is a bit like a bell shape, i.e. more people in the middle close to the average and fewer people at the extremes. Normal is usually defined as being within the central 90% but that is a somewhat aribrary line.
