Referring specifically to maximum times in a day then I'd assume people were talking about getting to orgasm on each occasion. After all, there probably isn't any limit on the number of times you can start playing, stop and do something else, then start playing again.

I'd also expect for someone who is producing cum, that most of those orgasms would be accomanied by ejaculation. On the other hand if the last orgasm wasn't either completely dry or at least reduced to just a tiny dribble then the chances are you could have gone for one more.
