I think when you are old enough to behave responsibly, use BC with the opposite gender, and respect your body and the body of your partner it's fine, unless your parents or church forbid it and then you have to obey their restrictions. There is no "normal" age for losing your virginity as it's a personal choice. On the whole it seems to be 14 or so, but some do earlier and some much later and there are still quite a few girls and boys who remain virgins until they get married. It's never "necessary" to lose it, has to be a personal choice. My sis knows a couple who are married in their mid-20's and both are asexual and have agreed they won't be having sex as part of their marriage, and both of them seem totally happy about that choice. {what age would you say loosing your virginity was okay; normal; necessary?

I think that is only partially true.
Also a vagina develops during puberty, on the outside and the inside.
But some girls can be early bloomers, I have seen 11-yo girls with boobs significantly bigger than mine, I haven't seen their vagina of course but maybe that can be developed early as well.

Hopefully this doesn't count as storytelling, but a girl who's been having regular periods for over a year is plenty developed, no matter her age in years, to have sex with a similarly aged boy.
