Hi im 17 years old(nearly 18) and I can pull my foreskin back completely over the head with little to no problems when soft, but when im hard I can only pull it back about a 1/4 of way. Should I be worried or seek medical help?

You have a moderate case of phimosis. You can fix it within a a month with a few cycles of stretching a day or a few weeks if you really commit to it. Don't listen to what others may say about needing circumcision for this or some type of cream. The cream may help but it is really easy to solve, especially considering your more than halfway done with the process.
I live in America where we are a very circumcision supportive country and have money hungry pieces of shits for doctors. When I was born the doctor forcefully tried to retract my foreskin in order to persuade my parents into circumcising me (infants cannot retract their foreskin) and he ended up scarring it so badly that the foreskin never loosened as I matured and stayed tight. I had full blown phimosis for 13 years of my life and it took 6 months to fix.
I probably could've done it within 3 or less but I was very nonchalant about it and stretched only every now and then. I also chickened out with fully retracting it in the later months because I thought my foreskin would get stuck under it, (it won't if it's stretched good enough)
In order to stretch, it's really simple. Grab your two index fingers and pull the skin apart horizontally. Because it is a circular opening this will also stretch it vertically. Don't worry if it doesn't stretch too much at first, it will slowly start relaxing day by day. It is also easiest to stretch when your in the shower when the skin is met with warm water and at a relaxed state.
Good luck!

This is very good advice and very true! Just keep stretching it out with your fingers every day and it'll get better. Make sure not to try and stretch too far though! That might hurt!

Yeah agreed with the above. If you look up like foreskin stretching exercises that should do the trick

I think if the stretching exercises for your foreskin does not work, then you should be seen medically. At 17 you should be able to retract your foreskin fully, and it should not be as tight as you describe. Chances are you just need a prescription steroidal cream that can loosen things and help you out. Especially since you can retreat your foreskin soft that means your problem might not be too severe. It is far better to be evaluated because it can be really uncomfortable to have a tight foreskin when masturbating or doing sexual activity.

I am also almost like you. When I am hard I only can pull the foreskin 3/4 of the head. Some times when I jerk off for long I can show my whole head, but then my foreskin gets stuck in the "gap". Does this happened to anyone? I am uncut

I agree with the above advice. Do stretching exercises and take it easy don't push it to the point of hurting yourself. It's best done in the bath or shower. There are plenty of things about stretching your foreskin on the internet so you can check there too.

If you stretch it, just be careful that you don't pull too hard as it can be damaging to your foreskin. However, as I do often say on things like this, there's absolutely no harm in going to the doctor, but potentially harm in not going; if you think you need to go to a doctor, just go.

That used to be how mine was but basically if you just keep trying to go further and further back when you masturbate it'll happen

You should seek medical attention. I had the exact same problem and I ended up getting circumcised. Best thing I could have done. I prefer life without foreskin. Surgery was very easy and almost painless.

If you don’t want circumcision, try stretching and other phimosis treatment. If you don’t mind circumcision, and actually want it per say, you can jump straight for it.
