people say there is a difference between orgasm and cum. is this true?

Yes, They are two completely separate functions, BUT typically occur together in guys who have entered puberty. Orgasm is the feeling and climax when jacking off or having sex. You can have an orgasm without cum. (Example, younger guys that havent entered puberty can orgasm, but cant always cum)
Cum is the slang word for semen. Semen is the liquid expelled during and after orgasm usually. Although not too common, some guys can cum without an orgasam too.

What he said above. Although I find the word cum a bit strange. We aussies prefer jizz.

Physically, the orgasm is a whole-body sensation but it includes "involuntary muscle contractions". Think about it. You can't with just your mind make yourself have an orgasm and make those muscles push out semen, like you can control the muscles in your arm with your mind and make them do what you want them to do, the instant you want it to happen.
It's also involuntary in that, once it starts contracting you CANNOT make it stop, until it's over by itself.
Cum is the fluid stored inside your prostate and other internal parts that is pushd out by the muscle contractions of the orgasm.
So, when we "cum" (the verb), we release "cum" *(the noun).
(Two different uses of the same word.)

Cum is generally a euphemism for semen but cumming is not a very precise term because it can refer to ejaculating or to the usual combined experience of orgasm and ejaculation. Because the two usually go together that is not a problem but as the question here is "do they always go together" it is probably better to state the answer is more precise language. So...
Orgasm is the intensely pleasurable climax feeling. Anyone of either sex of any age can have an orgasm but those before puberty often don't feel motivated to do it.
Ejaculation is squirting semen out of your penis. It does add some additional slightly pleasant sensations to the intensely pleasurable feelings of orgasm. It is usually a male thing that starts sometime in puberty but there is some debate about some girls who seem to be able to do something equivalent.
Once a guys is able to ejaculate, ejaculation and orgasm usually happen at the time time but even then a guy can temporarily run dry if he has ejaculated many times in quick succession. Edging/stop & go can also vary the timing slightly and if you stop at the wrong point you can ejaculate without the orgasm. If that does happen you may be able to carry on and get the orgasm either with or without a second ejaculation. There maybe other ways this can happen - you'd have to research it is you're interested.

Yes the orgasm is the great feeling you get and ejaculating is the release of semen. The two things usually happen together.

Is it common to have an orgasm with no cum?
It's more common among guys who are younger and just starting puberty. Many guys don't cum at all or are only able to cum every few days. Even if you have matured or are done with puberty, if you ejaculate too much in a short period of time, you body can "run out".

For the record, I've often had an orgasm with no cum--i.e. no semen or only very little coming out. I do think it's because I'm still not too far along with puberty.

i used to orgasm all the time without cumming now that i can cum i orgasm less often but still cum.

An orgasm is the action/feeling of beginning to release semen to the end of releasing. Cum is semen.

orgasm is the feeling of right before/ during when you finish. cum is what comes out (sometimes). As you get older you can do both but at the younger ages when you first start puberty, you can have the feeling of an orgasm but nothing comes out which is known as a dry orgasm.
