Okay, so I've got a mate, who I've been quite good mates with for just over 4 years now. Anyway, his dad (who he doesn't live with) has a Female German Shepard. His dad is a fat lazy prick, who keeps the dog in the backyard allday and apparently he never ever walks her.
I have never seen him abuse the dog in any way, but my mate said that his dad treats the dog like shit. I wouldn't be surprised if he hits her, as it cowers when getting told off. I also think his dad talks to the dog like shit.
The dog is a violent and aggressive dog, who can't even be around people. I'd be worried of it going out for a walk, as it obviously hasn't been socialized.
The 2nd time I met it, my mate let the dog out and it jumped all over me and let me pat it and let me rub its belly. A couple weeks after that, I guess I patted it to early and it snapped at me and bit my hand.
Anyway I have a dog myself and love animals and can't stand people treating them like shit. I've been thinking about reporting his dad, but idk

You will need to be careful if you did report it as if he finds out that you were the one that did, it could makes things difficult for yourself and your family as Well as bringing a divide between you and your friend. I understand how you feel as we have four dogs and one neighbour thinks we don't walk all of are dogs enough. As we only walk them two at a time.
They don't know that when we come back with the first two we go out then with the other two And on Saturdays and Sundays all four come out with us for a LONG run in the countryside. Also when anyone knocks on the door they bark like crazy, which she thinks is them being aggressive and they are not it is them telling us that there is someone at the door.
What I am saying is have you got all the facts right? Is there any physical wounds or marks on her? Is she underweight? I would monitor the situation first and if you can get photo evidence. You don't want to start something major if you not correct. Also don't know what animal shelters are like around your area but you might think your doing better for the dog but a lot of shelters have a high kill rate. If the dog is nervous and scared, you might be given her a death sentence as the shelter might think it's too much work to retrain her behaviour and just put her down saying she can not be rehomed. There are many many dogs at shelters waiting to be rehomed. They can not keep them all.

I know it's bad but the law in the UK says as long as a dog gets food and shelter and is not being abused the RSPCA want do anything. Not walking a dog is not against the law.

I didn't even need to read your entire post to know what needs to be done. Place an anonymous call to your local animal shelter or humane society for animals. By-standards play a huge rule in abuse. It doesn't happen unless a lot of ppl let it happen. By the better person here.
