I agree, as long as we are talking about two people of the same sex. Whether the two of you are doing yourselves solo while together or doing each other's, I look at both of these as mutual masturbation.
But if it's a guy and a girl, then I'd call mutual masturbation just each of you masturbating the other. (For a guy and a girl to be together and masturbate themselves...that's just creepy IMO.)

But I think this is why the distinction is important and why it is less than ideal that this term seems to mean different things to different people.

The reason it seems weird for a boy and a girl to masturbate together but not do each other is because we assume that if a boy and a girl agree to get naked together it is to do something sexual together and that was understood right from the start.

With two guys it is slightly different. We're used to seeing other guys naked in the locker room. We all know other guys do what we do. Masturbating together without doing each other can be a case of just acknowledging that, and that you're both horny and that it seems silly to have to go without when you're both dying to do it and would be doing it, if alone. In such a situation it is not really sexual activity between you, it's just masturbating when the other guy happens to be there. Which is why I said I didn't think it counted as mutual masturbation. Even then I suppose there can be shades of grey. Does it make a difference if you're under the covers or in the open? Does it make a difference if one guy is more interested in watching the other than any porn/fantasy? Does it matter if one guy is enjoying being watched? etc. etc.

For me it means both, depends on the situation. When we do it with my sister in the same room we always keep our hands to ourselves. But with some cousins in the past (sometimes) and with my gf (most of the times) we get each other off.
