When it's soft it bearly comes up over the head. When I'm hard I can move the skin just a little

No not for me. My tip of my foreskin is open so it really doesn't bother at all. I know that guys with a lot of overhang with a long tip can tend to spray all over but I have no problem at at. Hope this answers your question.
