I'm not sure how old you are, but if you are under 15, then I would not worry about penis size because there are some guys who only hit their growth spurt around 15/16. If you are closer to 18 and still look like a little kid, then it would be totally appropriate to go to the doctor. Especially if you are nearly 18 and cannot cum or are still small, then you definitely should be seen by a doctor to make sure you're making enough testosterone.
