One of my friends shaved last night, and he said it got red and bumpy

Is this normal and ok, or should he go checked out?

It is perfectly normal if you are talking about shaving the pubic area. The red bumps are called "ingrown" hairs and 90% of all of the itching and red bumps should be gone in about a week, and this is where your friend can shave again and (hopefully) not get anything anymore.

He probably shaved too close. Pressed the blade to hard against the skin. Got what is called razor burn.
