I could be wrong but I think it's because it's a different kind of tissue than other skin with more blood vessels and nerve endings, which is why the penis is also different color than the rest of the body.

Mine used to be the same colour but since I was about 17 it has got darker. I guess it because of evolution: it attracts men and makes them want to put their penis there when they are aroused.

I'm not a girl but there is a reason why your pubic hairs and nether regions are darker. Our skin gets its color from pigments called melanin. There are 2 types of melanin in the human body. Black eumelanin and orange or yellow pheomelanin. Down there usually has a lot more eumelanin, making it darker. I don't know why it's darker since it's usually not exposed to a lot of sun. But the chemical reason is there. Evolution tells us that this difference in skin tone did exist.
