masturbation is just an overall blanket term for sexual stimulation of the genitals. So yes, it still counts, even if you're still clothed.

As far as directly touching the clitoris...just be gentle, its best to try it when your aroused and have lubrication available.

The Oxford English dictionary say that masturbation is "Stimulation of the genitals with the hand for sexual pleasure." So if you do the things in your post for sexual pleasure, it counts. Sexual pleasure can be achieved without an orgasm as well.
Then again, you shouldn't make it into a big deal whether it counts as masturbation or not. Do what you want and like.

lol, yeah...sorry...it is basically the top fold of your labia that help to cover and protect the clit. when you're aroused, it should get a little swollen and hard (it fills with blood) and it will be much more noticeable when you touch it or around it. With some girls, at this point, it peeks out a little bit...others may need to pull back a bit on the hood to see it or get to it.

The female body is a complicated thing for sure :p it's good that you're asking questions though. However I wouldn't take EVERYTHING posted here 100% as gospel, most people are trying to explain things from their perspective and not so much a medical or scientific standpoint...which can be good, but can also be misleading at times. Everything you describe in a) b) and c) is masturbation. Just rubbing your genital area is masturbation, the only thing that doesn't count as masturbation is washing that area while you shower. I have masturbated plenty of times through my jeans and panties, or through only my panties, although I am usually naked or at least have my pants and panties pulled down to my knees.

Yes, it's perfectly safe to directly touch your clitoris. It's quite a sensitive little thing, so adding a bit of lubrication makes it less likely to become irritated from rubbing while masturbating.
