Topless at the beach

I’m 13, and have a very flat chest. I went to the beach a few weeks ago in a 2 piece. We get there, and ten minutes in, my bra strap broke, and came off. I luckily got it, but it wouldn’t stay on. I got out of the ocean and back to my parents for them to fix it. Since I don’t havebreats, they let me go out and swim. It took them about 5 minutes for them to fix it. While I was going back to my parents, 2 police officers came up to us and told us to leave and never come back due to public nudity. Why can’t a girl who hasn’t hit puberty yet go without a top? Why can guys go shirtless but not girls?

I've just noticed that you're in London, would that be the one here in the United Kingdom?
The reason I ask, if it is, which beach did you go to because it's the middle of winter here.
