I don't know about any texture but the skin on your penis is a lot smoother I think than on the rest of your body.
As far as signs your penis is done growing I think the only way to really judge that is that you can assume that when you get to be 21 that you are done growing period.

I dont think so , the penis texture depends on the blood that flows in it , i mean if its erect or not. a fully grown adult penis doesnt have many differencies with a teenage one

He means smooth or bumpy and rough. Not hard and soft.

If you're circumcised then you are probably rougher and vice versa. I don't think you get bumpier with age.

Like others said, I don’t think texture has anything to do with growth. Mine is much smoother than rest of my body, but the glans is a bit rougher since I am circumcised.
