It is a good size, an inch more and you're in the average size range. Though I don't think that your size when you started puberty will actually determine how much more you'll grow in the future. But you will still definitely grow. :D

Of course that is a good size for your age. Since you're only 13 you should definitely get bigger in the next few years.

Around 4" is normal size at start of puberty.

I started puberty at 11. When I was 13 I was 2" soft and 4" hard so it looks like we were about the same.
