It means pulling back the foreskin to reveal the glans ( helmet) you should at the least be able to do it when your soft.

If you don't know what it means, it's probably because you aren't familiar with doing it yourself. You should be able gently pull the skin that covers the head of the penis back so that it sits behind the head for cleaning purposes. Your entire glands (head) should be exposed. You should look like you are circumcised when you do this.
I had problems with mine, and I don't want to scare you but I required circumcision. It was a very easy surgery. Not nearly as bad as I was expecting. If you have more questions about this, plz quote this reply so that I get a notification.

Being able to retract your foreskin means that you can pull your foreskin back past the glans or head of your penis. Plain and simple.

You may be talking of the frenulum. We actually have two, as the best way to describe it is it's similar to the one that ties our tongue to the base of our mouth. You should be able to pull the foreskin down whilst attached by that when soft. A few boys may find it tight to pull back when hard. Can U pull back when soft?

You can pull the foreskin past the glans. That way you can clean the inside and when you pee, you can remove the lass drops that may have retained inside.

I’d probably show that to your doctor. Sounds like the forskin is attached to the glans with skin. I might be wrong here so someone correct me if I am. But don’t pull that back so much it hurts right now, you might injur yourself

As a baby, the foreskin is naturally stuck to the glans. Then at around age 2-8, it will begin detaching. It will not be fully retractable until around age 9-13. You might want to as a doctor.

Will this require surgery

You may have a condition called phimosis where the opening of the foreskin isn't big enough to be retracted over the head. This can usually be cured with gentle but persistent stretching and some prescription steroid cream may help it stretch. It rarely requires circumcision although many US doctors recommend circumcision first. Don't get circumcised unless all other options have failed.

But nothing abnormal or to be worried about ok?
It’s pretty normal stuff...
We just sometimes need medical stuff done to us and it’s ok
No big deal bro
Just man up and be cool and confident with it all
Your not alone ok?

Will this require surgery
Chances are what you have will not require surgery. You should visit a doctor or a doctor that specializes with penises who is called a urologist who can prescribe a special cream that you put inside your foreskin to loosen it up. In most cases that is enough to loosen up a foreskin and to get you to where you should be. Circumcision is the last resort, and I would not worry about that right now. Just be honest with your parent(s) and seek medical attention because your problem is really common with guys who are uncut. There's nothing to be embarrassed about, and a lot guys are just like you.

There are some men who have a tight phimosis but their foreskin is long so it doesn't cause them any discomfort or pain. They can masturbate and have sex without any difficulty but may need to use some lube if the OP is not very wet. They live their entire lives without ever actually seeing there glans.

Depends. Ask a doctor.

When the foreskin first detached for me, there were three strands of skin. Two thin ones. These were on the left and right side of my glans and eventually detached. But, the third one is the frenulum, which will always stay. It belongs on the bottom middle of your foreskin and glans

It depends. There is skin on the bottom of your penis called the frenulum. This is supposed to help your foreskin slide where it needs to go. If there is skin that does this anywhere that is not the bottom, it needs to be removed.
Will this require surgery
Yes, this could very well require surgery. As I have already shared, it is a very simple procedure that is not very painful. If you have more questions on it, I can answer them as I went through this less than a yr ago. You need to see a doctor now. If that involves telling your parents, do so. It won't be that bad. Trust me!

That string of skin is called the frenulum and is there to do just what you said and that is to keep your foreskin from retracting any further.

It is hard to be sure we are discussing the same thing without pictures but obviously it is not appropriate to post them here. There is a picture of the fraenulum in the corresponding Wikipedia article https://en.wikipedia.org/wiki/Frenulum_of_prepuce_of_penis
You could also search penile adhesions and phimosis to get a better view of what you might be experiencing.
