I'm going to join the debate about facial hair fashion but if you want to grow it you just stopped shaving it. That's all there is to it. There isn't anything to make it suddenly grow faster on in places it doesn't naturally grow.

Pretty simple. Either you have facial hair and can grow it or you don't. Peach fuzz is very unappealing.

Beards of 16-yo guys generally look ridiculous. I tried that myself. My girlfriend said, "Let it be. Three single facial hairs don't make a man beard ... wait, I pluck them out."

Don't force it. If you notice that after a week it isn't working, accept that and try to grow something else, or grow it at a later date. This is the first time that I'm hearing about sideburns being sexually attractive, but if it doesn't work, it will make you look worse than great side burns would make you look better.

Also, have you considered growing out your hair? A lot of people with sideburns have long hair.
