Balls don't always necessarily get sucked close to the body when masturbating. Or having sex. Its possible to have low hangers dangling. There is just 2 reasons why balls retract in and out and they are for temperature control and self preservation. When it's cold balls get sucked in so sperm and I assume the balls stay warm near the warm body. When it's hot out balls hang low to cool off. Self preservation part: whenever youre afraid or nervous or competing or fighting the balls get sucked in. Also if they are bouncing too much (like when I bike or run commando) balls get sucked in.

It is normal for your testicles to go closer to your body but not right up inside. You should still be able to find them in your sack.

Maybe what German boy said is true. Maybe not. Maybe you have aspecific condition. I've never personally heard of it. All I know is that I have came while my balls hung low before. And it's not rare. Maybe 20-25% of the time.

another reason is that your balls contract when its cold, so that they can regulate the temperature of your testes to protect them and your sperm. When you masturbate with your balls out they might get cold and contact with your hand or touching them may make them contract
