Can your emotions effect your rate of going through puberty? Say you're always stressed, could that slow it down?

I don't think so.
It's always unhealthy to have a large amount of any negative emotion, but I wouldn't say it has a definite influence on your development.

Physically no, but I think that if you're always depressed, it COULD mess with some of your psychological changes, because the wrong chemicals are released

Not physically, I don't think so. Unless you're so stressed you end up losing a ton of weight which could impact, like a girl might not get her period if she's extremely underweight. Mentally, it could very well harm you, as with someone of any age, not just people going through puberty.
