Circumcision shouldn't make any difference in size. If you were cut really tight you might feel some discomfort when hard because the skin would have to stretch. It is not uncommon for brothers to be a little different in size. It seems odd that you would be that much different. Are you sure that your penis shafts are that much different and he just has a long foreskin or is he definitely that noticeably bigger? You may still take a growth spurt yet too who knows. Your penis was probably smaller than normal because you were nervous, and that's completely normal. His penis was probably larger than normal, because, as weird as this sounds, he was probably aroused when doing this.
