It's usually to do with how far into puberty you are. If you haven't yet started puberty or are only in the early stages, you will probably be able to orgasm but without ejaculating. (Look at the comments above for the definition of both.) As time goes on you'll usually do both at the same time quite naturally.

People can get orgasm in very early age when no sperm is produced yet. That's what many boys know, they get 'dry' orgasm without cumming before and in early puberty.
Ejaculation is possible only if sperm is produced. Mostly it can happen during orgasm but also happens without it like during 'wet dreams'.
