When I am (fully) hard my dick is one constant size, but when I'm soft it fluctuates like a lot. It can be almost as big as my hard dick or tiny. I've tried to see if it has something to do with the temperature, but I can't figure it out. Do any other 13 yr olds or anyone else have a similar problem? Is it a problem?

No it's not a problem, everyone's fluctuates based on the temperature, a rule of thumb is that it will get smaller as it gets colder

It's very normal for your flaccid penis to fluctuate in size. Temperature is probably the biggest cause but it can just change size on it's own too. Nothing to worry about.

The variation in soft size you describe is perfectly normal. The body diverts your blood flow in various ways in various situations. For example, when cold it diverts the blood flow to the core to preserve heat. If exercising rigorously it diverts blood to the muscles. This is why extreme exercise can make you feel sick as blood is diverted away from the digestive system. When you're not hard, your penis is not a priority for blood flow so what blood is in it, and thus how big it is, depends on how much is spare from the other things your body is doing.

Most of our penises shrink when affected by coldness and even if it gets hot too. When I take a hot shower mine shrinks. It's nothing to worry about.

Totally normal. It has to do with temp, stress, arousal, blood, etc. I can be 3.5 or 5 sometimes, lol. You'll find one size that you see most often though.

Depends your cold it shrinks. Your warm its normal size for you. Various things can change it.

level of arrousal can change it. e.g. not jacked off in a week it will probably be a little bigger than what it normally is

Oh me too! It has a lot to do with temperature. After I went for a swim in cold water my dick can be as small as 2.5 inches. But if I spent the whole day sunbathing or in somewhere hot my dick can 4 inches long when I am soft

It's normal, temperature affects it and also what kind of underwear you're wearing. When I wear briefs it's a little smaller flaccid than if i'm wearing boxer briefs or boxers.
